I have created a smart object based lego stud filter. All you have to do is replace the image and see the effect take place. The idea is you change the scale of the pattern to match the size of the pixelation.
I have created a tutorial to show how it was made and how it works.
You'll get one PSD file containing the effect and smart object. All you have to do is change the image and watch the effect take place.
